Maintenance and update release:

• The main library is now under ProjectBuilder control. There is a good chance this will lock out non-NS-3.2 people, and will definitely lock out non-NS people, but perhaps this can be worked around in the future...I don't feel too bad about locking out non-NS since most of the library is heavily dependant upon NS anyway.
